Citizens are the innocent. The ones caught in the middle. They do what SMILE Institutes want, but can be easily lead to the side of the Rebellion. They want freedom from SMILE, but won't go up against the Institute. They don't have the weapons and don't want to die for disobeying SMILE.
Some of them, however, are unbiased. They don't want to get involved and therefore don't pick a side in this war. These are mostly safe, but some of them get taken by SMILE Institutes... Most of the time because they are mistaken for members of the Rebellion, but sometimes just because SMILE are getting restless...
